To create ICL-files you may use any icon-editor which is able to work with ICL (Icon Library) will approach. Even it is possible to take simply any DLL with icons and simply to rename it in ICL and the program will take icons and from there. For example to take shell32.dll (standard icons) and to place it in the specified folder and rename to shell32.icl

The ICL-format is widely enough used by that, therefore on the Internet you can download themes for following programs:
- IconPackager from Stardock, its themes its a zip archive with an icl-file inside or already at once an icl-file.
- IconTweaker (its themes *.ita is usual zip archive in which inside lays ICL a file)
